    Job Description

    The salary range for the position is $30.57 - $38.22 per hour depending on the qualifications and experience of the candidate.  The City of Superior offers a comprehensive benefit package. 

    Purpose & Overview
    Under direction of the Wastewater Treatment Engineering and Operations Manager and the general supervision of the Facility Planning Coordinator, performs process control activities and monitors process control equipment related to City wastewater treatment plant and lift station operations. 
     
    This position is responsible for performing field work and analysis that supports successful process control regarding wastewater treatment plant assets, lift stations, control structures, and associated equipment.  Typical duties may include process sampling, microscopic analysis, calculation of numerical data from process observations, generating internal reports regarding facility performance and effectiveness, gathering data related to new equipment needed or existing equipment needing repair or improvement.
     

    General Responsibilities
    1. Performs process control tasks including system modeling and data analysis.
    2. Performs process monitoring, data gathering, report writing, training, construction monitoring,
    3. Implement, maintain, and monitor the Supervisory Control and Data Acquisition (SCADA) system.
    4. Program and maintain software for Programmable Logic Controllers (PLCs).
    5. Assist the wastewater operations staff to ensure environmental regulatory compliance.
    6. Performs construction observation tasks for treatment facility construction projects, lift station construction projects, and other construction as directed.
    7. Managing of multiple projects and programs as directed by the Wastewater Treatment Engineering and Operations Manager.
    8. Assists inspection of construction for compliance with contract provisions, standard specifications, and applicable codes.
    9. Documents inspections using approved manuals and forms.
    10. Creates basic maps, layouts and figures from templates.
    11. Conducts utility locates of City-owned utility assets on treatment facility and lift station sites.
    12. Performs field work, studies, surveys and inspections of City infrastructure (new and existing) such as tanks, piping, valves, pumps, control systems, grading, sewers and drainage-ways.
    13. Obtains necessary data and creates construction project plans and specifications.
    14. Maintains inspection and monitoring equipment in good operating condition.
    15. Inspects construction for compliance with contracts, standards specifications, and other applicable codes.
    16. Inputs and maintains data obtained from field work, studies, surveys, inspections, and monitoring.
    17. Construct and maintain databases used for WPDES Permit compliance and related information or applications, as directed.
    18. Creates construction inspection and technical manuals, summary reports, and specifications for bids.
    19. Calculates cost and quantity estimates.
    20. Cross-training with other wastewater staff.
    21. Performs related tasks as required.

    Knowledge
    Thorough knowledge of:
    • SCADA systems and PLCs
    • Modern wastewater treatment operations and maintenance and related engineering principles, practices and techniques
    Working knowledge of:
    • Construction observation tasks for treatment facility construction projects
    • WPDES Permit requirements
    Some knowledge of:
    • Wastewater, stormwater and collection system operations, maintenance and engineering.
    • Equipment and maintenance requirements of a wastewater system.
    • Computer applications, including word processing, spreadsheets and data base systems, and geographic information systems.

    Ability
    Conduct research regarding equipment alternatives, analyze results and prepare the results;
    Draw conclusions from data collected;
    Understand and apply state and federal laws which apply to proper operation and maintenance of sewer systems, wastewater utilities, stormwater utilities as well as related engineering principles;
    Perform sampling, flow monitoring equipment maintenance, and data collection from the field;
    Write technical reports, procedures, specifications, scopes of work, needs assessments, and recommendations to management.
    Implement training programs and train a variety of staff levels.
     
    Requirements
    Training and experience:  Any combination of training and experience which would provide the required knowledges and abilities is qualifying.  A typical way to obtain these knowledges and abilities would be:
     
    Graduation from a recognized 4 year college or university with a bachelor degree in a related discipline and two years of experience in a related field.
    Must pass a 12-month probationary period to demonstrate the skills and abilities to perform the requirements of the position.
     
    Special Requirements
    License Requirement: Possession of a Wastewater Operator's Certificate issued by the State of Wisconsin is encouraged. 
    Driver License Requirement:  Must possess valid driver's license or be able to provide suitable transportation when necessary as approved by the department head.
    Residency Requirement: No residency requirement.
    Post Job Offer Medical Examination Requirement: Must pass post offer medical examination specified for the occupational group including Blood borne pathogens, and pre-employment drug screen prior to hire.
