    Purpose & Overview
    The Collection Systems Engineering Coordinator works with the Collections System Engineering and Operations Manager, Environmental Services Engineering, Collections maintenance crew, Stormwater team, and the Public Works Administration, and to assist in the development and management of collections systems engineering activities and maintain compliance with the high-water quality as outlined in wastewater and stormwater National Pollutant Discharge Elimination System (NPDES) discharge permit in the City of Superior.  The Collection Systems Engineering Coordinator assists with the development, implementation, and maintenance of engineering plans, programs, and project related to the wastewater and stormwater collection system within the City of Superior.

    General Responsibilities
    1. Perform engineering work relating to the wastewater and stormwater collection systems under the direction of the Collection Systems Engineering and Operations Manager.  Work includes the development and evolution of collection system plans, projects and programs. 
    2. Coordinate paraprofessional engineering, sub-professional engineering, and related technical work of the Environmental Services Collection Systems, including surveying, design, inspection, construction project oversight, Geographic Information System (GIS) mapping, sewer locates, flow monitoring and modeling, and environmental regulatory compliance.
    3. Work with the Contract Analyst to maintain compliance with the City’s contractor bidding and selection process.  Assist with the administration of contracts and construction projects, preparation of specifications and bid/proposal documents, bid/proposal procedures, and contracts for performance of professional engineering services.
    4. Assist with the development and implementation of minimum standards for sewer collection system projects that include underground piping, road pavement and sidewalk construction, with standards based upon applicable codes and engineering principles.
    5. Review plans and specifications from developers, consultants, and contractors for conformance to applicable standards and specifications.
    6. Manage and update documentation for the City’s Capacity, Management, Operations and Management (CMOM) program.
    7. Assemble and report data to appropriate state and federal agencies and investigate/resolve citizen complaints and issues.
    8. Inspect and assist in the maintenance of equipment associated with surveying, safety, flow monitoring, and other functions.
    9. Assist Environmental Services Collection Systems Engineering and Operations Manager in establishing operating policies and procedures, and preparing databases, spreadsheets, and GIS mapping.
    10. Provide administrative assistance to the Environmental Services Director and Managers as required.
    11. Perform other tasks as assigned.
    Knowledge
    1. Thorough knowledge of reviewing and understanding construction plans and specifications. 
    2. Thorough knowledge of project management as related to municipal construction projects.
    3. General knowledge of collection system engineering principles and practices including design, construction, maintenance and permitting.
    4. General knowledge of computer hardware and software including AutoCAD Civil 3D, Microsoft Office Suite, and GIS Mapping.
    5. Working knowledge of current survey equipment and programs.
    6. Working knowledge of contract administration and management, bidding processes, and budgeting.
    7. Working knowledge of computer-based flow modeling and urban stormwater quality software.
    Skills

    Ability
    1.  Communicate clearly and concisely, both verbally and in writing.
    2. Develop and implement collection system engineering plans, programs, and projects.

    4. Provide oversight and review of plans and programs.
    5. Draft budgets, reports, policies, procedures, specifications, scopes of work, needs assessments, and recommendations to management.
     
    Education & Experience Requirements  
    Any combination of training and experience which would provide the required knowledge and abilities is qualifying. A typical way to obtain this knowledge and abilities would be:
     
    1. A bachelor’s degree in engineering or related discipline.
    2. Four years of experience in a related field.
    3. An advanced degree or professional certification (i.e., PMP certification) may be accepted in lieu of experience.
     
    Reporting Lines
    Reports to the Environmental Services Collection Systems Engineering and Operations Manager.
    Collaborates with Environmental Services Division staff, Public Works staff, and other City departments to accomplish responsibilities. 

    Direct Reports
    None, but coordinates with other staff to complete work.

    Position Conditions
    1. Work is performed indoors with an office in the operations building for the Environmental Services Division of Public Works located at 51 East First Street, as well as outdoors in all potential weather conditions.
    2. Performance of outdoor work may require exposure to adverse environmental conditions such as sewage, dirt, odors, humidity, rain, temperature, and noise.
    3. The typical work schedule is Monday through Friday from 8:00 a.m. - 4:30 p.m. The schedule is subject to change based on organizational needs and/or to attend meeting scheduled outside of the typical workday.

    Requires
    Must possess and maintain valid driver's license and insurance or be able to provide transportation as approved by supervisor.
    Must pass post job offer medical exam for the specified occupation, and drug screen.
    Must pass a 12-month probationary period to demonstrate skills and abilities to perform the requirements of the position.

    Full time employees are eligible for Wisconsin Retirement System (WRS), Health/Dental/Life Insurance, and Paid Time Off.
    Exempt, but eligible for comp time.
    Receives annual boot allowance upon completion of probation.
