Purpose and Overview
The Collection System Engineering and Operations Manager works with the Mayor, Common Council, Public Works Administration, and the Environmental Services management team to achieve and maintain compliance with the high water quality standards as outlined in wastewater and stormwater National Pollutant Discharge Elimination System (NPDES) discharge permits in the City of Superior. The Collection System Engineering and Operations Manager supervises a multi-disciplinary team that will work closely with and occasionally overlap with the duties of other city departments and divisions. The Collection System Engineering and Operations Manager develops and implements short-and-long range written plans that meet the overarching organizational mission by directing and coordinating staff, equipment, and the general operations of sanitary and storm sewer operations, maintenance and engineering.

Employment Standards:
General Responsibilities
1. Supervise the operation and maintenance of the sanitary and combined sewer collection system and the stormwater conveyance system to protect public health to meet Wisconsin Pollutant Discharge Elimination System (WPDES) and Municipal Stormwater (MS4) requirements. Assemble and report data for internal use and for appropriate state and federal agencies.
2. Organize, direct, and evaluate the work of staff. Approve work schedules and assignments, resolve problems, complete performance evaluations, and recommend personnel actions.
3. Supervise paraprofessional engineering and related technical duties for the sanitary and combined sewer collection system and of the stormwater conveyance system. Review plans and specifications from developers, consultants, and contractors for sewer extensions for conformance to applicable standards and issue approval letters as applicable.
4. Supervise sewer maintenance and repair.
5. Assist in the preparation of the annual divisional operational budget and capital improvement plan including justification for divisional requests for the sanitary and combined sewer collection system and the stormwater conveyance system..
6. Seek out, research, and solicit grant opportunities. Manage grant requirements throughout the life of the grant.
7. Authorize and oversee the purchase of supplies, materials, equipment, and services for the sanitary and combined sewer collection system and the stormwater conveyance system.
8. Assist Environmental Services Director in establishing standard operating policies and procedures. Enforce safety policies and procedures for supervised staff, developed in collaboration with the Safety and Loss Prevention Coordinator..
9. Attends meetings, training sessions, and seminars to maintain knowledge, to improve job performance, and to stay current with changing trends, policies, procedures, and codes.
10. Resolve questions and concerns from the public.
11. Attend meetings of the city council and its committees.
12. Assist the Environmental Services Director as needed.
13. Perform related duties as assigned.
1. Thorough knowledge of state and federal requirements for design, construction, operation, and maintenance of sewer collection systems; and applicable principles, practices and techniques.
2. Thorough knowledge of reviewing and understanding construction plans and specifications and inspecting construction for conformance to plans and specifications.
3. Thorough knowledge of supervision, training, and performance evaluation.
4. General knowledge of accounting, budget, production and budget tracking.
5. General knowledge of computer hardware and software including word processing, spreadsheets, databases, asset management, drafting, and geographic information systems.
6. General knowledge of technical writing and preparation of reports.
7. General knowledge of contract administration and management and of bidding processes and procedures.
8. Working knowledge of wastewater treatment facility operations and maintenance.

Requirements/Special Requirements:
Qualifications
Education & Experience Requirements
Any combination of training and experience which would provide the required knowledge and ability is qualifying. A typical way to obtain these knowledges and abilities would be:A bachelor's degree from an accredited four-year college or university with a major in engineering, management, or a closely related field; six (6) years of progressive experience in civil engineering, public works, or equivalent relevant experience.
Special Requirements
Driver License Requirement: Must possess valid driver's license or be able to provide suitable transportation when necessary as approved by the department head.
License/Certificate Requirement: Possession of a Wisconsin Wastewater Operator Certification with Sanitary Sewage Collection System subclass preferred within 24 months of hire.

Post Job Offer Medical Examination Requirement: Must successfully pass medical examination for specified occupational group and drug screen prior to hire.

Working Foreman, Collection System Engineering Coordinator, Environmental Engineering Technicians, Civil Engineering Technicians, Heavy Equipment Operators, Medium Equipment Operators, Light Equipment Operators, Seasonal Laborers, and Student Workers/Student Interns.
Position Conditions
1. Work is performed indoors with an office in the operations building for the Environmental Services Division of Public Works at 51 East First Street, as well as outdoors in all potential weather conditions.
2. The typical work schedule is Monday through Friday from 7:00 a.m. to 3:00 p.m.. The schedule is subject to change based on organizational needs and/or to attend meetings scheduled outside of the typical workday.
3. After-hour response may be required to respond to work during adverse weather to coordinate repair of damaged or malfunctioning infrastructure or for other emergency situations.
4. Performance of outdoor work may require exposure to adverse environmental conditions such as sewage, odors, humidity, rain, temperature, and noise.

The Starting Wage will be dependent on qualifications of candidate.
