The City of Superior is currently seeking applications for a full-time Assessor.
Work Location: Government Center, 1316 N. 14th Street, Superior, WI.
Hours: Full-time; 8:00 am- 4:30 pm Monday-Friday (40 hours/week) and as otherwise needed.
Starting Salary: The starting salary range is approximately $106,995 - $133,764 based on level of education & experience as it relates to the qualifications.

DEFINITION:
Serves as the property assessor of all real and personal property in the City of Superior. Acts as the chief custodian of all assessment records for the City. Directs activities of the City’s Assessor Department, including three full-time staff.
DISTINGUISHING CHARACTERISTICS:
The Assessor performs and supervises difficult and highly complex fiscal duties in maintaining financial and accounting records, reports and statements. Discover, list and value all taxable real and personal property within the City of Superior, under the guidelines of the Wisconsin Property Assessment Manual in accordance with State Statutes. Decisions within areas of responsibility are made independently. All work leaving the Assessor’s office is reviewed by the Assessor. There is frequent interaction with the public and other departments both inside and outside the City, including Douglas County and the Department of Revenue. The Assessor serves as a City Officer by ordinance. Work is performed under the guidelines of existing laws, ordinances and established procedures with general direction from the Mayor.

Essential Duties and Responsibilities:
1. Assess and value all real property as directed in Chapter 70 of Wisconsin Statutes and prepare a market analysis for all classes or property. Develop and maintain assessment practices and procedures through annual training and communication with other assessment professionals and the Wisconsin Department of Revenue. Maintain uniform levels of assessment among all property and within all major property classes within the city.
2. Supervise, evaluate, and train subordinate employees.
3. Post assessments and provide necessary and required reports to Department of Revenue, City Administration, Douglas County, and the public
4. Prepare, sign, deliver, and defend the annual assessment roll; hold open book sessions, attend Board of Review, defend contested assessments.
5. Determine and defend tax exempt status of properties; Value all exempt property for utility tax purposes. Maintain data sheets/computer records, maps, real estate transfers, building permits, zoning changes, and other documents having an impact on valuation.
6. Review all land divisions, combinations and certified survey maps. Set up new parcels and make valuations for new parcels.
7. Review and maintain current governmental programs, and make necessary valuation changes, including agricultural use-value assessments.
8. Review changes in farmland to maintain compliance with agricultural use-value and implement penalties report changes/documents to Department of Revenue regarding changes in manufacturing and telecommunication properties.
9. Review coding of the assessment roll regarding school districts, sewer districts, business improvement districts, Tax Increment Finance (TIF) districts, utility districts, etc.
12. Oversee issuance of municipal parking permits for mobile homes located in mobile home parks and the monthly billing for the permit fees.
13. Perform related work as required.
2. Thorough knowledge of statutes governing property assessment and Wisconsin property tax laws.
3. Thorough knowledge of concepts, practices, and techniques of municipal management.
4. Thorough knowledge of municipal organization and of pertinent laws and ordinances affecting municipal government.
5. Working knowledge of Market Approach, Cost Approach and Income Approach to value.
6. Working knowledge of the utilization of computer applications including word processing, spreadsheets, relational databases, and e-mail.
7. Working knowledge of building construction in terms of what is/is not assessable.
8. Some knowledge of accounting principles and procedures
9. Some knowledge of the principles and procedures of effective supervision.

Requirements/Special Requirements:
2. Seven years' experience in the assessing and appraisal field, specializing in all aspects of property valuation. Additional experience may substitute for education on a year-for-year basis.
3. Advanced knowledge and experience in the utilization of computer applications required.
4. Experience with current assessment-related software required.
5. Supervisory experience required; preferably in a municipal atmosphere.
Special Requirements
Must be Certified Assessor Level II or higher upon appointment, must maintain Assessor Level II during the course of employment.
WI Certified General of Residential Appraisal certification desired.
Must possess and maintain valid driver's license and insurance or be able to provide transportation as approved by department head.
Muss pass post job offer medical exam for the specified occupation, and drug screen,
Must pass a 12-month probationary period to demonstrate skills and abilities to perform the requirements of the position.
